Details:
There are 2 problems with the debian build rules that prevent them from being
used as-is
1 - the supplied menu files do not match the package names, so they get
ignored when installed
2 - gtk_menus.xml does not get installed at all
attached menus.diff fixes 1 by specifying the correct package names
attached client-data.diff fixes 2 by including gtk_menus.xml in the
freeciv-client-data package
