Details:
There is currently no helptext for UCF_ATT_FROM_NON_NATIVE and the helptext
for UTYF_MARINES makes specific references to "Land" and "Sea". The attached
patch adds helptext for UCF_ATT_FROM_NON_NATIVE based on the comments in the
ruleset definitions, and changes the helptext for UTYF_MARINES to match the
new text.
