Follow-up Comment #1, patch #3814 (project freeciv):
- Update documentation
- Remove gui-win32 from doxygen exclude directories
- Remove gui-win32 specific options. This changes contents of the
configuration file, but that's not breaking compatibility as those values have
never been really used in S2_4
- Removed some code comments referring to gui-win32
