Assert fails if value of City_Build_Slots effect is less than 1. That's
ruleset error, and failing code assert is wrong way to handle it. Ideally such
an error would be caught ruleset loading time by ruleset sanity checking, but
with multiple effects have complex requirements it would be very hard to
automatically analyze if value can ever end up less than 1 in real game.
