It's reproducible, with somework. It happens with S2_4 alien ruleset. Available with freeciv-modpack from URL http://www.cazfi.net/freeciv/modinst/2.4/alien-2.4-3.modpack It originally happened when map generation with one mapseed was failed, and second one was picked. As even the failed attempt changes main random state, that must be emulated.
