OS: Ubuntu 12.04 LTS.
After saving and reloading a game, sometimes the government list disappears.
Fairly consistent method to reproduce for me is to be in a single user game,
automatically saving the game at the end of each term. Build Statue of
Liberty and change to Democracy. Leave the current game without saving and
choose a check point a few turns back, but still after the Statue is built and
the switch to Democracy. Check the Government list. It has no entries. Once
it is gone, it does not come back, even if you save and restore.
All you are left with is "Revolution Ctrl+Shift+R". This makes it impossible
to change government types, unless there is an alternative to: Civilization -
Government menu items.
