Follow-up Comment #1, bug #20887 (project freeciv):

That's common problem with our effects model - changes to effets requirements
do not automatically result in game state changes. IIRC we improved this
particular case (city radius) to be checked at least every turn change (it
used to be just when city size changed, rendering effect useless for anything
else than city size requirement).
It would be good if we at least documented when the effects take effect,
though this would be one more document to be maintained when ever there's
changes to effects code.
