Follow-up Comment #1, bug #20911 (project freeciv):
Do you see this with all rulesets, or do you happen to be using experimental?
Experimental ruleset in S2_5 and TRUNK have root_reqs defined for all techs,
and it's a known problem that it prevents setting of the goal to further than
next tech (this was blocking 2.4.0 release until we decided just to revert the
experimental ruleset change in S2_4 - now it blocks 2.5.0)
