I've not tried to figure out all the bugs this is causing, but here is one that I tested as an example: If tile already has road when you middle click it to edit it in the properties dialog, and you then edit some other properties of the tile, existing road disappears once you apply your changes. That's because bit for original road was never set in edit packet.
