Details:

Use virtual tile instead of modifying real tile back and forth when checking
if potential startpos tile could be improved (once game has started)

Targeting S2_5 too as I think there's some space for bugs in old
implementation - applying ACTIVITY_IRRIGATE or ACTIVITY_MINE can result in
changes that are not reverted (at least removal of the roads, that should be
present in mining check, in irrigation check comes to mind)
