Details:

First of all: I cannot use sdl-client on my machine - seems like some kind of
problem with recognised surface size. I suspect this to be problem in SDL
rather than freeciv. Anyway, I cannot test things now.

On another machine I noticed the familiar random rotation of unit to be built
sprite on citydlg. I set out to fix that (I think best fixed orientation for
that one is East = toward the center of dialog). While fixing that, I noticed
(from the source - as I said, I cannot now test) that some places where we
refer to actual existing unit, random orientation is used instead of unit's
orientation. One was in citydlg and another in some redraw case of main
mapview.

Patch attached. Could someone test?
