Details:
extra_type_get() is based on assumption about extras order that old specials
are first, then all bases in order, and then all roads in order.
Attached patch makes it so that such a function is not used for getting bases
or roads. Not only are such callers changed, but extra_type_get() is removed
so it won't be used in the future. For remaining EXTRA_SPECIAL users
introduced new special_extra_get() function. This new function still has the
problem of assuming specials being first extras.
