Details:
Make mining targeted activity. There's fallback to
next_extra_for_tile(EC_MINE) for cases where callers are not yet setting
target correctly. All the clients should now send targeted mining, and target
should also be set when loading old savegames. Autosettlers do not set the
target yet.
