Details:
Add requirement type "TechFlag".
This alone is not very useful, but next patch is series is addition of user
tech flags, followed by some pollution handling changes requiring these.
I think first two patches (this and user tech flags) should be backported to
S2_5 to fix moddability reggression since 2.4. In 2.4 one could have multiple
techs each enabling Railroad building (this could be useful in combination
with multiple tech trees implemented with root_req). Currently one cannot
implement that in 2.5, as there's no way to say "OR" in railroad requirement
list.
