Update of bug #21056 (project freeciv):
Severity: 3 - Normal => 1 - Wish
Summary: Loaded Land Units appear on turns where they are
surrounded by water tiles. => Avoid focusing native units when transported and
surrounded by nonnative terrain

Follow-up Comment #1:
Normally, transported units are put into 'sentry' mode at they time they are
loaded onto a transport, which should mean most people don't run into this.
Bypassing focus won't always be the right thing to do for such units, as
moving is not the only action. For instance, Engineers on boats can work on
transforming ocean to swamp (admittedly not in the middle of the ocean in the
default ruleset). Units could convert to other types, etc.
