Details:
The client don't have all the information the server has. This may cause the
client to think that an illegal action is legal. Send a message when this is
the case in stead of failing silently.
I'm not sure how to handle the opposite case where the client think a legal
action is illegal. Unless anyone objects I'll handle that in a separate patch.
