Follow-up Comment #1, patch #4114 (project freeciv):
Is the purpose of all the glaciers in east and north simply to make area
outside France unusable - to prevent scenario to France only. I suspect so,
especially as this scenario is of 2.0 savegame format, and glacier was
dangerous terrain (concept since retired) in 2.0.
