Details:

Add "NotGenerated" terrain flag. It instructs map generator never to place the
terrain in question. Such terrain can be added from editor or by lua scripting
only.

I've had this planned for a long time to support terrains that will appear
upon ingame events only, such as "Nuclear Wasteland" or (when I worked on cpt2
ruleset I never finished) "Dead Tile" (caused by pollution).

More recent use-case is adding special terrain type to classic ruleset to be
available in editor for scenario builders, but not to randomly appear in
normal games.
