Details:
count_buildings_in_range() is used to check if there's improvement of the
requested kind. Return value of zero is assumed to always mean that there's no
buildings. In reality it might be result of the fact that number of buildings
is not known (i.e., when result of the evaluation should be TRI_MAYBE).
