Details:

I've got game where AI has more traderoutes in several cities than all time
limit (not just current limit). In the ruleset number of traderoutes depend on
tech, and lack of tech loss means that this cannot be case of someone having
higher tech in the past - nobody has ever had such a tech to allow the extra
traderoute.
