Details:

May wish to change before this is ready for test:
 * Change the name of the effect and the variables introduced
 * Return TRI_MAYBE when the client's player aren't able to see all units on a
tile (unless I misunderstood TRI_MAYBE). Add meta knowledge and use it here?
