Details:

Reimplement get_preferred_pillage() so it iterates over extras of the relevant
causes. Made 'pillageable' property of extras, no longer just bases and
roads.
In supplied rulesets all extras are pillageable except Rivers, Pollution, and
Fallout (so that one needs Settler unit to clean latter two) - this includes
Huts, but that's only theoretical as unit entering tile to pillage the hut
would already cause hut to disappear.
