Details:
Add "freeciv-nations" translation domain. This patch does not contain the .po
-files, but one is expected to copy them from translations/freeciv/ and then
optionally creating freeciv-nations.pot and msgmerging against it to strip
extra strings away.
At this point no translations are removed from core domain, nor are
freeciv-nations domain translations used for anything.
Difference between S2_5 and TRUNK versions are in POTFILES.skip filelist -
TRUNK has some new files with translatable strings.
