Details:

Autosettler code that evaluates value of changing terrain by irrigating or
mining, assumes that the specials of the other kind will be removed. In
reality it depends on whether target terrain type can support the specials.
Further, correct removal of the specials happens already in
tile_change_terrain(), so attached fix simply removes unnecessary removal of
the specials from the virtual tile used in the evaluation.
