Details:
It's not only that autogen.sh wrongly assumes that minimum requirement of
automake is 1.8, but simply having automake-1.8 (in addition to newer
automake) in some systems causes build to fail due to how autogen.sh *prefers*
to use 1.8 by WANT_AUTOMAKE.
All versions that use libtool are affected, i.e., all active branches
affected.
