When building the menu items for irrigation, mining, and transformation, some
garbage strings are sent to the gtk toolkit. This usually goes unnoticed,
since gtk often detects that the strings are ill-formed and thus ignores them.
The console is flooded by the following warning though: "(freeciv-gtk3:617):
Gtk-WARNING **: Invalid input string".

Note that the patch has only been tested with gtk-3.0. Since the client code
for gtk-2.0 is identical, the patch is most certainly needed there too. The qt
client already uses the code structure proposed in this patch. The code of the
other clients is different enough.
