Follow-up Comment #1, patch #4309 (project freeciv):
- Do not use extra_type that's going to become obsolete soon anyway, but check
if extra has either EC_BASE or EC_ROAD cause, and consider those extras that
don't, specials (that's probably the definition we have to go by everywhere)
- Renamed variable "first_extra" as "first_special"
