Details:
adjust_improvement_wants_by_effects() has an array of numbers of cities
indexed by req_range, but the REQ_RANGE_ALLIANCE entry is never initialised.
This could presumably lead to the AI having a huge irrational desire for
Alliance-ranged effects (for those effects where want is scaled by number of
cities affected).
