Follow-up Comment #3, bug #21404 (project freeciv):
I assume the relevant cities are Xihe, Yin, and Coburg.
Looking at them, I believe no celebration is to be expected.
In each of these cities of size 3 there is 1 happy, 1 content, and 1
entertainer citizen.
According to the help, "Cities that are sufficiently large celebrate when at
least half their citizens are happy and none remain unhappy." But: "only
citizens working the land vary in morale -- specialists enjoy enough privilege
to remain perpetually content".
So, fewer than half the citizens are happy (1 happy, 2 counted as content), so
no celebrations (even though the cities are big enough -- minimum size is 3
here).
Will close as Invalid unless something else comes to light.
