Details:
The button with label "Show All" has naming like "Reachable (only)" in
variables etc in underlining code, and that's how it works - reversed to what
user expects (or would expect, if Freeciv theme would make it clearer which
state toggle button is in)
Affects at least gtk2-client, but as much of client code has just been copied
around, I expect other clients to have inherited the behavior.
