Follow-up Comment #1, patch #4389 (project freeciv): My vote would go to simply scanning ruleset loading time if there's any city radius affecting effects in the ruleset. If there is, keep current behavior (or calculate upper bound that all such effects together could have, no matter if they can really exist at the same time). If there is no such effects, base all the scaling to constant city radius.
