Follow-up Comment #1, task #7754 (project freeciv):
I've added SDL_gfx and SDL_ttf to the build environment
(http://download.gna.org/freeciv/packages/windows/gnuwin32/gnuwin32-2014-02-01.7z).
The attached patch adds the names of the new DLLs to the installer Makefile.
