Details:
Ruleset loading assigns styles to nations. At the moment rulesets are assumed
to have 1:1 styles and initial city styles (ones without requirements) and
those sharing the names, so the existing city_style fields from rulesets are
used for assigning the styles. Having separate fields temporarily would only
add work now, and when we get back to one field (then just "style")
