Details:

AI coinage want is too big, clearly so when comparing to want of gold
producing buildings.

As coinage gets assigned constant TRADE_WEIGHTING value, it's considered to
produce as much trade value as building that produces 1 gold more than upkeep
takes, but coinage wins since it has no build cost first. However, while
coinage is "active", it takes all the production of the city. Gold producing
building does not - building building first would even allow city to produce
gold with *both* of building and coinage.
