Follow-up Comment #6, bug #21508 (project freeciv):

This needs pathfinding support, or the units will try to refuel when
calculating goto paths (this would probably not show in autogame testing, as
the AI doesn't tend to fly missles anywhere).  I'm unsure whether it makes
sense to modify the fuel maps, or have units with this flag never use fuel
maps (and then modify normal maps to have this class of unit never end a turn
when not attacking).
