Details:

I consider this patch the most important of all labeled civ2civ3.
Else combat is going to be too different than people would expect, and not in
a good way.

- Removed "OneAttack" flag from land units.
I added it to try to balance the behavior of the "forced move after attack"
option, but now I see it is important to remove it in order to allow the usual
combat tactics of freeciv (as pointed in the forums).
- Increased cost of Howitzer (I forgot it in previous version), in the same
way than Armor and Mech Inf (so they have similar ratio (Att+Def)/Cost, while
Howitzer has yet the best ratio Att/Cost of all units in the game).
