Note that technologies are special here, in that unlike most of the other
sensible requirements (improvements(including non-wonders: perhaps a city
needs a "Train Station" to have "Railroad" or similar), terrain alternations,
government, etc.), it is possible for a player to gain a tech mid-turn (using
UTYF_TRADE_ROUTE units, either founding a trade route or entering a market).
