Details:
The attached patch only confirms that present==TRUE before doing things.
As with nearly every other requirement_list_iterate() loop, there remain
issues handling cases where there is not an explicit positive requirement,
better handled with solutions like that of patch #4558, but these would
benefit from being postponed until effects uses requirement vectors.
