Details:
The ruleset comments are currently a bit vague about the precise interactions
of certain ruleset elements:
* road_*_incr_pct, *_incr, *_incr_const, *_bonus
* base_time/road_time/build_time
* "RequiresBridge" vs "Bridge"
Also:
* Add missing 'rule_name' docs
* Reorder flags to more logical order
* Other text improvements
* Rewrap to 80 columns
