Details:
There's out-commented block of code using deprecated gtk2 functions with FIXME
inside in gtk3-client that tries to override background color for map and
overview canvases.
Attached patch adds implementation that uses gtk3 functions to do that. I
don't think this is ever needed - even unknown tiles should be always drawn,
but better safe than sorry.
