Details:

Patch #4415 added ruleset control over whether various tech-gaining actions
allowed you to skip prerequisites.

With the fix for bug #19176 (Tech loss vs root_req) I have in mind, it would
be fairly simple to add similar setting(s) for tech loss -- when a tech is
lost, can that cause the tech tree to get a hole in it?

May want distinct settings for bulb-deficit based lost (techlossforgiveness)
and trading loss (techlost_donor).
(techlost_recv will be implicit in tech_trade_allow_holes.)
