Details:
This is a parallel change to bug #21892 and bug #20785. I've not prepared a
2.4 patch for it, mostly because I believe it sufficiently unlikely that some
player will go for an all-helicopter strategy prior to building any transports
that it doesn't make a difference in practice. With the increased complexity
of unit nativity in 2.5 (and moreso in 2.6), there's a higher chance of a
ruleset with a sane strategy involving constructing units that can cross
oceans and conquer cities being played.
