Details:
Attached patch makes it possible to build freeciv with automake-ng. This is
not meant to be committed as it breaks regular automake, but for now it lives
in this ticket only.
Good news is that the only issue is release tarball build related, and regular
builds would work with old automake even when this patch has been applied. The
other way around it doesn't work - automake-ng gives an error if any builds
are attempted without this patch.
