Summary: Quickselect should not depend on move_type

client/control.c::quickselect() sets priorities based on move_type, but
should probably do something more comprehensive to support complex nativity
and complex terrain models. Using a structure like patch #4866 suggests for
the editor grab tool may not be sufficient, as the preferred result of
quickselect may vary by terrain. Perhaps something based on tile nativity,
like patch #3721?
