Follow-up Comment #4:

The simple fix could certainly be applied to S2_4.

It isn't actually that important:as long as the charge has orders, the
bodyguard will follow: the only situation that is changing is when the charge
doesn't have orders.  In the classic ruleset, I don't believe the AI ever
builds anything suitable for being guarded at sea aside from Transports, and I
don't believe the AI ever leaves transports without orders: if there are
passengers, the Transport goes to the passenger destination, and if there are
no passengers, the Transport finds new ones, and if there are no available
passengers, the Transport goes to a city that could use a Transport (maybe the
city will build passengers), and if there is no suitable city, the Transport
goes exploring.
