Details:
Clicking specialists in citydlg does not rotate specialists correctly, thought
it changes them somehow. Most likely only a matter of getting wrong citizen
index (code between gtk2- and gtk3-client differ in this respect).
Noticed on TRUNK, but stable branches probably affected (no much changes
between the branches in this code)
