Details:
I happened to notice MOVE_COST_FOR_VALID_SEA_STEP and
MOVE_COST_FOR_VALID_AIR_STEP today, which are unused in S2_5 and trunk, so
safe to remove (it seems I forgot to clean these up in patch #3867).
S2_4 still uses the constants, but only in comments or code that is never
executed: if this patch is to be backported to S2_4, it would require also
backporting patch #3867.
