Loading file #21654 (created with recent S2_5) into trunk, I get these
messages:
( 33, 26) 2 citizens not equal [size], repairing "Sollentuna"[1]

Might want to investigate soon, in case it's a deficiency in S2_5's saving
rather than trunk's loading.
Dunno if this is related to out longstanding "City size X, citizen count Y"
bugs (bug #17816 and friends).
