Details:
As rulesets provide help for the huts extras (called "Minor Tribe Village" in
most rulesets), there's no point in having also hardcoded "Villages" entry.
Move the text from helpdata.txt to helptext of the extras in the rulesets.
Also take advantage of the possibility to fix it per-ruleset basis: alien
ruleset gets completely rewritten text, civ1 ruleset gets overflight behavior
correctly.
