I'm trying to reproduce from the civ2civ3 autogame, but it happened in turn
967 in a game with enough players to constantly say "Could not throw xxx into
civil war - no available nations" as the core nationset is in use. The
reproducing attempt has now been running over 12 hours and is past turn 800...
